Establish an 8(a) Sole Source Contract in 5 Simple Steps:

The Small Business Administration (SBA) 8(a) Sole Source vehicle enables agencies to engage in direct buy contracts with certified contractors, streamlining and simplifying the acquisition process for Contracting Officers and federal agencies.  Oneida Technical Solutions’ (OTS) SBA 8(a) business development certification is valid through July 2024. As per FAR 19.805-1(b)(2) and 13 CFR 124.506(b), OTS, a Tribally-Owned 8(a) contractor, can accept Sole Source Awards up to $22 million.

Step 1.
The Government Program Manager or interested party develops a statement of work, prepares government estimate, and obtains necessary funding.

Step 2.
Through direct discussions and negotiations with OTS, the Government Program Manager selects OTS to perform the work and submits a procurement request to the agency Contracting Officer.

Step 3.
The agency Contracting Officer contacts OTS’ SBA Business Development Specialist to advance the process.  Ultimately, the Contracting Officer will submit an “Offer Letter” to the SBA for the designated scope of services that OTS will perform.

Step 4.
SBA processes the Offer Letter and returns it the Contracting Officer who submits the Statement of Work and Request for Proposal or Quotation to OTS.

Step 5.
OTS submits the proposal which is evaluated and negotiated (if necessary) by the agency and the contract is awarded.
